What to do
If you see someone with mattresses, tires, roofing material, or just a bunch of “junk” in their yard, please E-mail Donna Chapman, do not call, at dchapman@ci.richmond.in.us . Be sure to include the address (not name) and where on the property the “clutter” is at. Be sure that the property in question isn’t in the process of cleaning up.


Violation Procedures

Richmond Sanitary District issues violations when a resident violates Chapter 93 (Refuse) of the Municipal Code of the City of Richmond. This is when residents have debris (furniture, yard waste, construction material, etc.) laying on or around their property.

For the first violation notice, Richmond Sanitary District would send the owner of the property a notice of violation. The owner would have seven days to remove the debris. If the debris were removed, no further action would be taken. If the owner fails to remove the debris, Richmond Sanitary District shall assume the responsibility for debris removal, at which time the owner of the property will be required to pay the extra cost for the clean up. The cost of the clean up will be based on the time, labor, equipment and materials used in the clean up of said property. A fine of $50.00 will be added per City Ordinance.

For the second violation notice, Richmond Sanitary District would send the owner of the property a notice of violation. The owner would have seven days to remove the debris. If the debris were removed, no action will be taken. If the owner fails to remove the debris, Richmond Sanitary District shall assume the responsibility for debris removal, at which time the owner of the property will be required to pay the extra cost for the clean up. The cost of the clean up will be based on the time, labor, equipment and materials used in the clean up of said property. A fine of $100.00 will be added per City Ordinance.

For the third violation notice, Richmond Sanitary District would send the owner of the property a notice of violation. The owner would have seven days to remove the debris. If the debris were removed, no further action will be taken. If the owner fails to remove the debris, Richmond Sanitary District shall assume the responsibility for debris removal, at which time the owner of the property will be required to pay the extra cost for the clean up. The cost of the clean up will be based on the time, labor, equipment and materials used in the clean up of said property. A fine of $250.00 will be added per City Ordinance.

Violations are based per property offenses (by address), per year. Roll-off containers are leased through the Richmond Sanitary District on a first come first serve basis for household items and yard waste. These containers cost $6.00 for approximately 48 hours. You may lease the containers to remove the debris by coming to the Administration Office located at 2380 Liberty Avenue, Richmond, IN; our hours are 7:30 A.M. to 4:30 P.M.

In the event that a landlord/tenant relationship exists, both parties will be notified by certified mail when a violation occurs. This does not relieve the property owner of any responsibility but will be a courtesy to the property owner to give them the opportunity to correct the problem, prior to Richmond Sanitary District taking further action.

Richmond Sanitary District will investigate each violation and keep a photographic record of each violation. If it is necessary to clean up a violation, before and after photographs will be taken and placed in the violation file for the property in violation. Address, date and time of action will be written on each picture.
